Description

  • Conduct financial and procurement audits of the TAAT II Program and TAAT II Addendum in accordance with the required auditing standards and terms of reference.
  • Provide audit opinions on the program financial statements, consolidated financial reports, separate implementing agency statements, and management letters.
  • Verify project achievements and outputs through site visits and technical review of physical progress against reported results.
  • Review project assets, including fixed assets and vehicles, to confirm existence, valuation, labeling, use, and security controls.
  • Examine procurement processes, including procurement methods, tendering, bid evaluation, contract awards, and contract variations.
  • Test the adequacy and effectiveness of internal controls over payments, procurement, assets, special accounts, and project resources.
  • Review special account activity, statements of expenditure, reconciliations, replenishments, and liquidation procedures.
  • Assess compliance with financing agreements, national laws and regulations, accounting procedures, and use of funds for intended purposes.
  • Confirm that financial statements are prepared in the required reporting framework and supported by adequate documentation.
  • Deliver draft and final audit reports for both the TAAT II Program and TAAT II-Addendum Program.

Requirements

  • A registered audit firm licensed by a national or regional professional accountancy body.
  • Relevant experience in accounting and auditing of development projects, especially donor-funded operations.
  • Audit Manager with at least 10 years post-qualification experience, including 5 years on African Development Bank or other multilateral donor-funded projects.
  • Audit Supervisor with at least 5 years post-qualification experience, including 3 years on African Development Bank or other multilateral donor-funded projects.
  • Audit Senior with at least 3 years of audit firm experience, including 2 years on African Development Bank or other multilateral donor-funded projects.
  • Technical Audit Senior with at least 5 years of relevant sector experience; experience on multilateral donor-funded projects or technical audits is an advantage.
  • Procurement Auditor with CIPS or equivalent certification and at least 5 years’ experience in procurement audits and/or procurement activities in donor-funded projects.
  • Ability to provide company information, brochures, examples of similar assignments from the last 10 years, and evidence of suitable managerial and technical staff.
  • Willingness to work from TAAT PMU in Ibadan, Nigeria, and travel extensively across several sub-Saharan African countries.
  • Submission of the Expression of Interest by 20 May 2026 at 16:30.
  • Eligibility and selection in accordance with the African Development Bank Procurement Policy Framework (October 2015).
