Description

  • Develop and operationalize a multi-year resource mobilization strategy aligned with key IFIs, climate funds, and donor programming cycles.
  • Build and maintain an investment pipeline dashboard tracking opportunities, proposal stages, decision timelines, and funding gaps across four projects.
  • Prioritize and sequence target funders based on eligibility, funding cycles, and strategic alignment.
  • Leverage existing networks to facilitate introductions and gather intelligence from target funders and development finance institutions.
  • Advise on portfolio bundling strategies for Al Murunah, Al Murunah+, Jahez, and Wiqaya as a coherent funding portfolio.
  • Guide engagement with IFI processes, including project identification, concept review, appraisal, negotiation, and approval.
  • Support preparation and review of institutional documentation such as concept notes, appraisal documents, environmental and social frameworks, and results frameworks.
  • Lead development of concept notes, full proposals, and expressions of interest in collaboration with IWMI’s Business Development Unit.
  • Draft letters of intent, endorsement letters, and other funder-facing application materials.
  • Create pitch decks, investment briefs, one-pagers, and presentation materials for donor meetings and stakeholder events.
  • Assess and recommend innovative financing instruments such as blended finance, results-based finance, green bonds, and private co-financing.
  • Conduct capacity-building sessions, mentor staff, and develop a resource mobilization toolkit with templates and process guides.

Requirements

  • Advanced degree (Master’s or PhD) in Finance, Economics, International Development, Environmental Science, Public Policy, or a closely related field; an MBA is a strong advantage.
  • Supplementary certifications in climate finance, development banking, or project management are an asset.
  • 10–15 years of progressively responsible experience in resource mobilization, development finance, or international fundraising for multilateral programs.
  • Demonstrated success mobilizing funding from at least two of IsDB, GCF, GEF, OPEC Fund, Adaptation Fund, IDA, ADB, IFAD, EBRD, AfDB, private sector entities, EU, GCC, or bilateral donors.
  • Proven experience developing proposals from concept through full submission and approval for complex, multi-country programs.
  • Experience working in fragile, conflict-affected, or post-crisis environments is strongly preferred.
  • Experience with blended finance structures, results-based financing mechanisms, or private sector co-financing windows.
  • Experience designing and delivering institutional capacity-building programs in resource mobilization.
  • Expert knowledge of funder project cycles, fiduciary standards, environmental and social safeguards, and procurement frameworks.
  • Strong understanding of climate finance architecture, including Paris Agreement Article 6, NDC financing, and adaptation finance mechanisms.
  • Proficiency in logical framework design, theory of change development, and results-based management.
  • Strong data analysis and financial modelling skills.
  • Proficiency with PowerPoint, Canva, Pitch, or equivalent presentation tools.
  • Exceptional stakeholder management and networking skills across funder, government, and civil society ecosystems.
