Description

  • Advise response leads on humanitarian response strategies for Ebola outbreak activities, incorporating lessons learned from past outbreaks.
  • Identify critical gaps in the response and recommend strategies to DHR leadership.
  • Liaise with technical leads and pillar leads in the field and in Washington, DC.
  • Advise the DHR Programs Lead on programming and when other technical sectors should provide analysis and assistance.
  • Engage with national health clusters and sub-clusters, attend regular coordination meetings, and assess humanitarian gaps and response plans.
  • Evaluate and document health programming gaps and assess the performance of current DHR awards against those gaps.
  • Coordinate with humanitarian partners to understand gaps, challenges, and the integration of humanitarian health actions with Ebola response actions.
  • Serve as a U.S. government humanitarian health sector resource, providing technical and organizational leadership for Ebola response activities.
  • Develop sector strategies, guidance, and recommendations for disaster and humanitarian response in coordination with other sectors as needed.
  • Provide technical review of proposals from NGO and UN partners and support discussions on emergency health activities with partners and State staff.
  • Support the coordination, implementation, and prioritization of emergency health activities to meet affected populations’ needs and response objectives.
  • Provide technical support to humanitarian nutrition and WASH teams when those interventions affect health outcomes.
  • Serve on DARTs and Washington-based Response Management Teams as needed, including potential rapid overseas deployment.

Requirements

  • Master’s degree plus 7 years of experience in emergency relief, humanitarian assistance, and infectious disease outbreaks.
  • At least 3 years of relevant overseas experience.
  • Recent experience in a technical capacity for an international NGO, public international organization, or U.S. government agency in humanitarian relief or health outbreak response.
  • Fluency in emergency and humanitarian health intervention concepts and ability to guide programming accordingly.
  • Understanding of health issues affecting displaced populations, refugees, and other vulnerable populations.
  • Demonstrated ability to interpret strategy, analyze and present results, and monitor and evaluate program implementation.
  • Demonstrated flexibility and openness in responding to changing priorities and environments.
  • Fluency in French and experience in the Democratic Republic of Congo strongly preferred.
  • U.S. citizenship with an active Secret clearance required.
  • Ability to deploy internationally for at least one month at a time and travel domestically to Washington, DC as needed.
